Partnership for Safe Water Offers Distribution Program Introductory Membership

The Partnership for Safe Water (PSW) is a voluntary operational improvement program supported by the six largest water organizations, including AWWA and USEPA. The PSW has focused on optimizing treatment plant performance for more than 15 years. In 2011, a new element of the program, designed to optimize the performance of water distribution systems, was launched.
The Distribution System Optimization Program is similar to the treatment plant program, consisting of four phases.
Phase I Commitment
Phase II Baseline and Annual Data Collection
Phase III Self-Assessment
Phase IV Optimized Performance (optional)

Elements of the Distribution System Self-Assessment

The objective of the self-assessment phase is to identify opportunities for improvement in system operations. The program empowers system operators with the knowledge to recognize and apply procedures that result in water quality and system reliability improvements.
All-size participating utilities can assess their operation, identify areas for improvement, and employ proven optimization techniques to improve performance. A unique feature of the program is that data from performance measures provide evidence of progress toward optimization goals.
The program requires considerable effort, but the benefits are remarkable and include:

  • water quality improvement for customers;
  • enhanced system reliability;
  • ensuring compliance with future regulations;
  • adoption of a utility culture of excellence;
  • and validation of superior performance to owners, customers, and regulators.
