Lesson Learned From 2015 Drought: How To Prepare For Next

While there is uncertainty about drought conditions in 2022, it is certain that managing droughts will be the new norm.  Water providers will need to be nimble in moving in and out of droughts and the associated severity.  We have learned quite a bit from the 2015 drought and with the updated Urban Water Management Plan in place, this is a great time to take the final step in developing a comprehensive drought management plan for each stage of cut back that:
  • Allocates water to each customer - Who should cut back and by how much?
  • Developing the appropriate financial resiliency plan - What is the financial consequences of each stage and what are the financial tools that will be utilized?
  • Enforcement mechanism - Can we achieve the cut back by just information, or do we need to restrict certain behavior or do we even need to utilize drought penalties?
This webinar will answer the above questions and more, so that water providers can manage the next drought.  Learn from practitioners that have answered these tough questions and are preparing themselves for 2022.

Sanjay Gaur has over 25 years of financial and rate consulting experience to water and wastewater utilities.  He has provided consulting service to over 100 different agencies, including Caribbean Region.  He has often provided his insight into utility rate and conservation-related matters for various publications including: authoring articles in Journal AWWA; being quoted in various newspaper articles including the Los Angeles Times and the New York Times.

Mark Vukojevic was named the Utilities Director for the City of Newport Beach in September 2018.  The utilities Department is responsible for the maintenance and operation of the City's water and wastewater systems, storm drain and tidal valve system, oil and gas operations, and street lights.  Mark and his team also oversee the City's street sweeping and graffiti removal contractors.

Kevin Mascaro is the Director of Finance for Western Municipal Water District in Riverside, California.  Western provides water service to over 25,000 connections and wastewater service to about 8,000 customers.  As a member agency of The Metropolitan Water District of Southern California, Western also provides imported water to eight neighboring cities and water agencies.

Rosemary Menard has developed her expertise in strategic management, organizational development, team building, utility and operations analysis, and problem solving during 40 years of public section experience.  Before joining the City of Santa Cruz as Water Director in January, 2014, Rosemary held executive level water utility leadership roles with the cities of Seattle, Washington; Portland, Oregon; and Washoe County in Reno, Nevada.  Her strategic analysis, communication, organizational development, and negotiating skills have helped her successfully develop and implement a diverse array of initiatives during her career.

All fees are non-refundable thereafter. Transfers are based on availability. No transfer requests will be authorized if they are not received more than 15 days prior to class start date. A 100% refund or credit of your registration fee will be issued if a class is canceled by the Section.
